Cal OES remains engaged with local, state, and federal partners to support ongoing recovery efforts in the City of Garden Grove following last month’s chemical incident.
Protecting public health and safety continues to guide recovery operations, with ongoing community assistance, environmental monitoring, and coordination efforts focused on meeting the needs of affected residents and businesses.
The Interim Operating Facility (IOF), established by Cal OES, continues to serve as a central coordination hub for recovery activities. The facility supports partner collaboration, situational awareness, public information efforts, environmental assessment operations, and resource management.
By centralizing recovery operations, the IOF is strengthening resource coordination, enhancing long-term recovery planning, and improving communication with the impacted community.

Small Business Administration
Low-interest disaster loans are now available to California small businesses and private nonprofits to offset economic losses caused by the Garden Grove Hazmat Incident from May 21, 2026, to May 29, 2026.
What type of Disaster Loan is Available?
- Economic Injury Disaster Loans (EIDL)
Small businesses, small agricultural cooperatives and nonprofits, including faith-based organizations, may be eligible to borrow up to $2 million for working capital needs, such as payroll, accounts payable and paying fixed debts or other bills which could not be paid due to the disaster.
The disaster declaration makes SBA assistance available in Los Angeles, Orange, Riverside, San Bernardino, and San Diego counties.
What are the Credit Requirements:
- Credit history acceptable by SBA
- Ability to repay loans
Loan details include:
- Terms of up to 30 years
- Interest rates as low as 3.625% for nonprofits and 4.00% for businesses
